1.International Association of Horticultural Producers (AIPH)
AIPH, asan international association composedof professional staffs,isestablished by the member nationorganizationsunder the background of closer cooperative relationship between economy, society and culture, to ensure the prosperity and development of horticulture. The association’s headquarter is in Hague, Netherlands, and its working languages are English, French and German and the current chairman isMr.Vic Krahn.
The association’s internal functional organizations are as follows: (1) representatives committee, AIPH’s highest executive authority; (2) review conference, consist of branch leaders and representatives of member nations, examining new member nations’ categories and international activities related to horticulture; (3) council, consistsof chairman and vice chairman, AIPH’s highest supreme decision-making body.
AIPH aims to stimulate the development of ornamental plant,vegetables, fruits, seeds and the whole international horticulture, and represent the common interests of professional horticultural producers with international level, by means of meetings, advertisementsandcampaigns, international essay comtestand all kinds of exhibitions, contacting with hosting countries, international groups and relevant authorities, awarding professionals or organizations who makes remarkable achievements at research and development in technical expertise and communications. Under the rules, relevant institutions and organizationswithcommercial nature are qualified to be a member, and commercial horticultural institutions not having specialized departments in their own countries and organizations representing horticulture’s interests using different languages in different regions are also welcomed to join; multiple organizations in one country are allowed to join. Members are divided into regular member, associate member and guest member, which are decided by review conference in accordance with relevant regulations.
2. Bureau International des Expositions (BIE)
Bureau International des Expositions (BIE) is an inter-governmental international organization, aiming at supervising and protecting the implementation ofBIE Convention, coordinating and managing holding world expo and ensuring its level. The current chairman is Mr.Najib. The working body of BIE is secretariat, where secretary general is the top leader, who now isMr.Loscertales.
BIE is responsible for operating and managingBIE Convention; making plansfor holding internationalexpositions and giving recognition; guiding and supervisingexposition’s operation.
Any country can participate in the world expo, but only member state of BIE has access to hold world expo. According toBIE Convention, thisConventionshall be open for accession by any State which is a member of the United Nations, or any State which is not a member of the United Nations but which is a Party to the Statute of the International Court of Justice or any State which is a member of one of the specialized agencies of the United Nations or the International Atomic Energy Agency and also by any state whose application for accession is approved by a two-thirds majority of the Contracting Parties which have the right to vote in the General Assembly of the Bureau. In line with this regulation, joining BIE is a state’s diplomatic behavior, and BIE is an international conventionorganization.Documents of accession shall be deposited with the Government of the French Republic and shall become effective on the datewhenthey are deposited.
As a member of BIE, it has one vote for deciding the world expo host country. In view of the increasing influence of world expo, many countries decide to apply to join BIE so as to gain leverage in politicaland economic communicationwithhost countries when negotiating with them.Up to2014,there are 168 member states in BIE.
Approved by the State Council and confirmed by BIE, China Council for the Promotion of International Trade (CCPIT) officially joininBIE on May 3, 1993 in the name of country, and was elected as a member of information committee in December1993.
